After the AHS AGM, there was an awards presentation to recognise a multitude of achievements. This year there were two recipients of the Australasian Hydrographic Society Annual Education Award of $3,500 AUD: Katie Hughes from Victoria University/University of Otago for her research on the lake tsunamis and the use of hydrographic techniques for analysing these. The other recipient was Emily Harrex from the University of Otago for her research project, which addresses diversity withing the hydrography field. There were two AHS Order of Merit awards received by Gary Chrisholm (>20yrs work for the AHS) and Kevin Smith (previous past NZR Chair and AHS Awards Chair) for their service to the industry. Bevan Waller from DML was presented with his AHSCP Certified Professional Hydrographic Surveyor Level 1 certificate. DML also introduced their inaugural Hydrographic Surveying Scholarship and awarded this to Ryan Slattery from the University of Otago. Ryan plans to undertake an honours project focusing on research around low-cost GNSS tide-buoys in 2024. It was great to see the range of award presentations; from career-long recognition to students starting out. Mīharo!

Otago University Update - Hydrographic Surveyor Questionnaire

Last year a research team of staff and students at the University of Otago's School of Surveying sought the views of hydrographers to use in an investigation considering the development of the profession in New Zealand as part of a larger project titled: Tuia: 250 years of navigation, map making and belonging. Tuia 250 commemorated the first meetings of Māori and European at the time of Captain Cook's first visit to New Zealand in 1769.

We are so grateful for all the thoughtful and detailed responses we received, which totalled over 50 (we had thought >20 would be a good result!), and thank you and your colleagues for your valuable contributions.

In 2019, as we worked on the fantastic questionnaire input you gave us, we shared interim findings with audiences at the Survey+Spatial NZ (formerly NZIS) conference, the NZR AHS seminar, at a School of Surveying seminar, with students from Te Tumu (School of Māori, Pacific and Indigenous Studies) at Otago University and at the NZ Coastal Society conference.

The final results of our investigations have now been published in the article 'Cook: Our Professional Ancestor' in the recent Special Edition of New Zealand Surveyor. We also have another publication in this edition discussing the evolution of hydrographic technology and charting:

1) Cook: Our Professional Ancestor [page 79]

2) Charting Our History [page 131]

To read these, New Zealand Surveyor Special Edition (Dec 2019, no. 305) can be downloaded at:

https://www.surveyspatialnz.org/members/Publications/Attachment?Action=Download&Attachment_id=5873 [direct to the Special Edition]

https://www.surveyspatialnz.org/members/Publications/nz_surveyor_journal [to all online versions of this journal]

We encourage you to share our articles widely with the hydrographic community – we hope they will be especially interesting to those who responded so positively to our questionnaire.

We also wish to acknowledge the support of:

1) The Australasian Hydrographic Society (AHS) who funded our students. This enabled the running of online survey, gave our students a day on the water using multibeam, enabled our students to present their work at the S+SNZ conference and will facilitate the proper presentation of the charts donated in 2) below.

2) Ron Tyson (of NZ Ocean Technologies Ltd) for his generous donation of three 1700's charts which formed the focal points for our second published article.

If you have any queries about the research please contact Emily Tidey on emily.tidey@otago.ac.nz

New Flood Warning Infrastructure Framework and Standard Endorsed by ANZEMC

On 27 August, the Australia-New Zealand Emergency Management Committee (ANZEMC) endorsed the National Framework for Flood Warning Infrastructure and the Flood Warning Infrastructure Standard developed by the National Flood Warning Infrastructure Working Group (the Working Group). The Framework provides guidance for future flood warning infrastructure planning and investment, based on jurisdictional analyses of their flood warning infrastructure. The Standard presents non-mandatory industry-recommended performance requirements for the design, development and monitoring of fit-for-purpose flood warning infrastructure. These initiatives will guide future flood warning infrastructure investments in an integrated and cost-efficient manner, to enhance flood warnings to the community. This marks the successful conclusion of the time-limited Working Group and is testimony to the collaborative nature of the Working Group and the hard work of all involved.

Following Munro (2011) recommendations, ANZEMC established a Bureau of Meteorology Hazards Services Taskforce (the Taskforce) in October 2013. The Taskforce reported to ANZEMC in May 2015 and recommended the formation of the Working Group. The Working Group was established in 2016 to address the limitations and inconsistencies of flood infrastructure and standards across Australia. The Working Group involved extensive collaboration and inter-agency cooperation to standardise national flood warning services and infrastructure; an ambitious undertaking given the wide variety of climates, jurisdictions, and agencies involved. The Working Group was a time-limited project, working to deliver a Flood Warning Infrastructure Standard, Infrastructure reports for each jurisdiction, and a National Framework for Flood Warning Infrastructure by 2019. The Working Group produced these deliverables within the specified timeframe.

 Chairs of the ANZEMC

Collaboration was key to the success of the Working Group. In accordance with the Total Flood Warning System, flood warnings in Australia are provided via a partnership involving all levels of government: Commonwealth, State, Territory and local. While the Bureau of Meteorology has the responsibility for the provision of forecasting and warning services for riverine flooding in all states and territories (with limited exceptions), the prime responsibility for flash flood warnings lies with states and territories in partnership with local government. However, the Bureau provides forecasts and warnings for severe weather conditions and potential heavy rainfall conducive to flash flooding. Given the already inter-dependent nature of these relationships, the Working Group demonstrated the significance of a cooperative spirit to improve the preparedness and safety of the community.

Consultation: Flood Warning Infrastructure Standard

2017 Alexander Dalrymple Award

The Alexander Dalrymple Award has been awarded to Mr Adam Greenland, National Hydrographer, Land Information New Zealand

The Alexander Dalrymple Award is given by the United Kingdom Hydrographic Office (UKHO) in recognition of an outstanding contribution to world hydrography. First presented in 2006, it is named in honour of the first Hydrographer of the Royal Navy in 1795.

The Award was presented at reception in London by Rear Admiral Tim Lowe, UK National Hydrographer and Deputy Chief Executive of the UKHO. Admiral Lowe commented:

“Adam has made a significant contribution to capacity building and improving maritime safety in the Southwest Pacific region. As National Hydrographer, he has a wide ranging and busy portfolio from managing a very efficient national and regional production/delivery unit through to representing New Zealand at a variety of strategic fora within the International Hydrographic Organization (IHO).

“He is also a member of the New Zealand Geographic Board (NZGB) and a hugely active Capacity Building Coordinator for the South West Pacific Hydrographic Commission (SWPHC). In the latter, he has delivered significant training and mentoring initiatives in areas such as maritime safety information, hydrographic surveying training and nautical cartography training. These aspects have significantly benefitted developing Member States across the breadth of an enormous sea area.”

Adam Greenland is the twelfth recipient of the Alexander Dalrymple Award. Educated at the University of East London and the University of Greenwich, and a former Merchant Mariner, Adam Greenland is a Chartered Surveyor who has been with Land Information New Zealand (LINZ) since 2005.

In making the presentation, Admiral Lowe commended Mr Greenland’s leading contribution towards New Zealand’s fulfillment of its SOLAS (Safety of Life at Sea) responsibilities, his work as a member of the IHO/FIG/ICA International Board of Standards of Competence, setting and reviewing the minimum international standards of competence for hydrographic surveyors and nautical cartographers, and his role as a driving force in the Pacific Region Navigation Initiative (PRNI). This initiative is focused on navigation related aspects of maritime safety to support Pacific Island Countries fulfill their own SOLAS obligations.

The award presentation took place at a reception held at Lancaster House in London to mark the UK Government’s celebration of World Hydrography Day 2017, a United Nations-endorsed recognition of the vital role of hydrography in supporting safe navigation and sustainable use of the world’s seas, oceans and waterways.

The theme chosen by the IHO for this year’s World Hydrography Day is ‘Mapping our seas, oceans and waterways - more important than ever’ and Admiral Lowe spoke of the relevance of this theme to the work of the UKHO:

“This year’s World Hydrography Day theme has tremendous synergy with the work we undertake at the UKHO on a daily business and with Government initiatives designed to aid the development of sustainable marine economic growth, nationally as well as worldwide. Our knowledge of the shape, nature and depth of the seafloor is a fundamental requirement for the proper, safe, sustainable and cost effective use of the world’s seas, oceans and waterways.”

Admiral Lowe also paid tribute to the work of the IHO’s long-serving former President and current General Secretary, Robert Ward, who is due to step down from the role later this year. Admiral Lowe said:

“Robert has a long history of involvement in the implementation and development of the standards and regulations associated with electronic chart navigation and digital hydrographic data, both in the IHO and in the IMO. On behalf of the United Kingdom and the UKHO, we would like to thank Robert for his valuable contribution to the work of the International Hydrographic Community during his Presidency and latterly, as General Secretary of the IHO.”

Vale, James Bond 12 Apr 2016

Graham (James) Bond CMDR, RAN Rtd, discoverer of Hydrographers Passage and long-time AMSA employee, passed away on 12 April 2016 aged 70. James was born 4 October 1945 and joined the RAN Hydrographic School in February 1968. Before joining AMSA, James had a long and illustrious naval career. He saw service on ships supporting Australia’s participation in the Vietnam War and also served in HMA Ships PALUMA, MORESBY and FLINDERS (CO 1980-82). He was promoted to Commander in June 1986 and resigned from the RAN in September 1988. He remained on the RAN Reserve List for some time after leaving the permanent forces carrying out a survey of the East Solomon Islands and engaging in work within the RAN Hydrographic Office. James was a hydrographer of some note. He has a place on the Queensland timeline housed within the Stockman’s Hall of Fame at Longreach, Queensland. James is perhaps best known as the Commanding Officer of HMAS FLINDERS and was responsible for surveying and charting what is now known as Hydrographer’s Passage. The passage significantly shortens the shipping route for vessels carrying Australian coal from the Port of Hay Point to Asian markets. This route has had a major impact on the economic viability of Australia’s coal export trade. He joined AMSA in 1993 and over the years worked in the Navigation Safety, International Relations and Ship Safety areas. James strived for the highest levels of navigation safety, through the provision of simple and practical advice for the upkeep of AMSA’s aids to navigation network, establishment of ships’ routing systems and the provision of maritime safety information for navigators. James retired from AMSA in 2013 after two decades of dedicated service.

He was a well-liked and respected man, had many friends and will be sorely missed. James is survived by his partner Robin, daughters Melanie and Sharon and son Jamie. Vale, James

CMDR Bond’s funeral will be held on Friday 29 April 2016 at 10:30 am at the Braidwood Cemetery, NSW. The wake will be at the Braidwood Services Club immediately after.

CMDR EDWARD RONALD WHITMORE, RAN (Rtd) – 1925-2015 PASSED AWAY

It is with great sadness that the Australasian Hydrographic Society wishes to advise members an all hydrographers that Commander Ron Whitmore RAN (Rtd) passed away 11 November 2015. He was a stalwart of the Society who supported and promoted hydrography at every opportunity.

Ron joined the Royal Navy (RN) in 1940 as a 15 year-old and saw service in the Atlantic, Indian, and Pacific Oceans as an Air Artificer. He transferred to the Executive Branch in 1948-49 to initially train as a pilot but then transferred to Royal Australian Navy (RAN) in 1950 as a Seaman Officer. He transferred to the Hydrographic Survey Branch in 1954 to begin an illustrious career as a hydrographic surveyor.

He served on a number of RAN and RN survey vessels including: HMA Ships WARREGO, BARCOO, WARREEN, PALUMA, BARCOO, WARREGO and MORESBY, and HM Ships OWEN, SHACKLETON and PRESIDENT. During his career, he spent many months surveying around Australia and Papua New Guinea, the east coast of Africa, the west coasts of England and Scotland and around Malaysia. He was promoted to LCDR in 1957.

During his career, he commanded HMA Ships PALUMA, BARCOO and MORESBY; he was also the commissioning Executive Officer of HMAS MORESBY.

In early 1965, he was loaned for two years general service with the Royal Malaysian Navy returning to Australia in early 1967 to join the Hydrographic Office as the Tides Officer. He was promoted to Commander in June 1968 and subsequently became the Australian Hydrographer later that year.

Before his retirement from the RAN in 1975, he served as the Deputy Hydrographer.

Ron always maintained a professional interest in hydrography. He formulated and taught a syllabus in Hydrography and Law of the Sea at the UNSW and for many years was the sole lecturer in these subjects. He consulted and was a great pioneering senior facilitator for meetings in Australia that heralded the use of electronic navigation systems. He was a founding member of the Australian Hydrographic Surveyors Certification Panel (now the Australasian Hydrographic Surveyors Certification Panel) and was a founding member of the Society in which he played a very active role, as well as the International Federation of Hydrographic Societies.

Ron was a dear father, grandfather, friend, boss, colleague and fierce supporter of all he loved and cherished.

The Australasian Hydrographic Society passes on its collective sincerest condolences to Ron’s family.

Vale Ron Whitmore.

Otago NZ Hydro Students - summer holiday work

The following applies to NZ members mostly.

We are circulating this on behalf of Emily Tidey, lecturer at the University of Otago and her students.

To graduate with a BSurv from Otago a student must have had 80 days of surveying related employment. If you have space for a student to join you (even for a day or two) please get in touch with Emily so she can advertise this to students.

Students are currently studying in their final semester at Otago, with their scheduled holidays:
mid October 2015 - ~end February 2016 (this will vary on an individual basis as it depends on when their final exams end up being scheduled and if they are doing any field camps in Dunedin)
In the past students studying hydrography have had work experience in office based planning and processing, on vessel set-ups and on surveying campaigns ranging from 1 day to several months. All of them have benefited greatly from this (as do you being involved in their education and meeting the students before they start looking for full-time employment). On return to Otago they are able to provide useful anecdotes in class discussions, talk about their experiences with other students and are generally more aware of the range of work a professional hydrographic surveyor does.

Contact Details:

Emily Tidey

For those who’ve already advised affirmatively and those who’ve who have already apologised please accept my apologies for you receiving this e-mail. Being somewhat busy (or perhaps lazy) it is quicker for me to apologise than to parse the Membership list into to the ‘comings and not comings’ .

Planning for new Datums for Australia

At the ICSM Permanent Committee on Geodesy (PCG) meeting in February there was much discussion and agreement for the implementation of a new datum (static) for Australia. The preliminary name is "GDA 2020" with a proposed initial release in January 2017, with implementation by jurisdictions to follow (date/s to be determined).

There is nothing official on the new datum yet as it hasn't been approved by ANZLIC (the peak government body for spatial information in Australia and New Zealand). The PCG are working towards getting this approval by July so until then there won’t be any formal statement. The establishment of an implementation working group will follow to coordinate promotion and implementation of the new datum.

The new datum will be accompanied with new tools to enable users to transform datasets to/from GDA94 and any ITRF epoch (just as there are now eg 14 parameter transformation) and it is expected that software providers will increasingly implement these transformation capabilities.

There has been a one page write-up earlier this year that is in the Feb/Mar Position magazine on page 48. Some of the senior state geodetic managers did not want this article to be published until after our Permanent Committee on Geodesy meeting in February as the article could then be more informed rather than making assumptions about how the new datum will be implemented that are simply misleading.
